Itll Never Last., a history of television narrated by Alan Whicker, strongly substantiates what I acknowledge is this outlandishly counter- intuitive theory by referring to programmes which seem to be about 200 years old. Ah, Alan Whicker. Was there ever a name more redolent of an age of puzzling celebrity? (As in: what is he famous for? And why? Can we turn over?) One need only have seen the Monty Python parody to gain the measure of the man. He was the ultimate TV presenter, in the way Ridley Scotts Alien was the ultimate killing machine: an unimprovable template. The glasses, the moustache, the brilliantine, the nasal delivery, the underlying idiocy and indeed the sheer, magnificent one-dimensionality of the man made him the incarnation of the unintelligent TV documentary. His was the face and style you could pour yourself into if you had absolutely nothing at all better to do; he was the kind of man, classless and intellectually vulgar, whom Evelyn Waugh had snobbishly in mind when he imagined the vacuous future of Britain. To feel bothered by Alan Whicker was to feel bothered by the way your own society was turning out; sufficient unto the day is the evil thereof, but Alan Whicker made you wonder quite what youd done to deserve him. Hearing him in this series has the compelling quality of forcing yourself to listen to a grotesquely abrasive sound which, very strangely, has a nostalgic quality to it. The programme this week was largely about the 1950s, so there was nothing in it that was first- hand to me; but then TV has been chewing its own cud for decades, so details about the seven- hour live broadcast of the coronation, or the famous Panorama “spaghetti crop” hoax were not exactly news to me. In fact, I feel that it has all passed before my eyes already, particularly as I know, virtually by heart, chapter four of Geoffrey Willanss Whizz for Atomms: “Pater setle down. molesworth 2 aim his gat at very fat gentleman in specs. It is the same gun with which he shot mufin the mule, mcdonald hobley, a ping-pong champion, three midgets, a great-crested grebe, a persian student and lady Boyle and a budgerigar.” Such cynicism is unavailable to Whicker. Even if you wrote it in his script the words would not come out of his mouth, his brain being simply not equipped to process such thoughts. No cliche, no redundant sentiment, is too worn through for him not to be entranced by its complete aptness. The television, according to him, was for its early public “a source of wonder and illumination”. Richard Dimbleby was a “masterly broadcaster”; the coronation broadcast was the day “when television came of age”; and was, indeed “one of those occasions people remember what they were doing on that special day”. “There are [more than] 30 million Americans who have no health insurance and another 20 million who have inadequate health insurance,” says Rep. Louis Stokes (D0Ohio), chairman of the Congressional Black Caucus Health Brain Trust. “It is mandatory that we begin to try and give Americans–particularly minorities–adequate health care as a right.” The Bush plan would give people not covered by Medicaid tax credits, and families making less than $80,000 a year tax deductions to pay for medical costs. He would also pass laws to ensure that even chronically ill patients could receive health insurance. The plan has received a cool reception on Capitol Hill, and alternate proposals, including a full-scale, government-paid national health insurance plan, are under development. But what does America really want for its health care system? The views are many.

Insurance cover for dentists in the North East is to be made compulsory in efforts to protect patients. All dentists will have to take out full indemnity cover before registration as part of new powers for the General Dental Council (GDC), Health Minister Rosie Winterton announced. This will mean that dentists in the region who are found to have harmed patients are insured and able to pay compensation.
Politicians are polishing up their information about local dentist services. Liberal Democrats in Gateshead and Washington have launched a survey of dental care. Low Fell councillor Frank Hindle is co-ordinating the survey.

They argue that, if marijuana, cocaine, heroin, and other drugs were legalized, several positive things would probably occur: (1) drug prices would fall; (2) users would obtain their drugs at low, government-regulated prices, and they would no longer be forced to resort to crime in order to support their habits, (3) levels of drug-related crime, and particularly violent crime, would significantly decline, resulting in less crowded courts, jails, and prisons (this would allow law-enforcement personnel to focus their energies on the “real criminals” in society); and the drug production, distribution, and sale would no longer be controlled by organized crime, and thus such criminal syndicates as the Colombian cocaine “cartels,” the Jamaican “posses,” and the various “mafias” around the country and the world would be decapitalized, and the violence associated with drug distribution rivalries would be eliminated. By contrast, the anti-legalization camp argues that violent crime would not necessarily decline in a legalized drug market. In fact, there are three reasons why it might actually increase. First, removing the criminal sanctions against the possession and distribution of illegal drugs would make them more available and attractive and, hence, would create large numbers of new users. Second, an increase in use would lead to a greater number of dysfunctional addicts who could not support themselves, their habits, or their lifestyles through legitimate means. Hence crime would be their only alternative. Third, more users would mean more of the violence associated with the ingestion of drugs. These divergent points of view tend to persist because the relationships between drugs and crime are quite complex and because the possible outcomes of a legalized drug market are based primarily on speculation. However, it is possible, from a careful review of the existing empirical literature on drugs and violence, to make some educated inferences.

Pathways To Spirituality
First, the appropriateness of a spiritual assessment is questionable. I would be among the first to agree that information pertaining to a clients spiritual beliefs and practices can be crucial to developing a good assessment. However, the distance between gathering information regarding a clients spirituality and justifying a spiritual assessment, qualitative or quantitative, requires a great leap. Information pertaining to a clients spiritual beliefs and practices is as important as other kinds of client information, but it is no more important than other aspects of family history or social functioning, but to grant it special status deserving of its own assessment is unwarranted and may prove detrimental. In these unfortunate days of managed care, it is difficult to imagine a payoff equal to the time necessary to conduct a separate, stand-alone spiritual assessment. Much information about spiritual beliefs and practices can be obtained in the course of listening to a clients story, if one understands what spirituality is and listens for it.. For many people spirituality is expressed through religious beliefs and practices, and for many it is not. Hodges assertion that to properly understand and respond to client spirituality one must begin with a spiritual anthropology is simply mistaken. Are we to have a spiritual anthropology for the purpose of categorizing spiritual information, and a secular anthropology for categorizing all other client information? That clients spirituality has been ignored in the past does not suggest that we should now develop spiritual assessment instruments, anthropologies, and interpretive frameworks, but that information pertaining to spirituality should be addressed as intentionally as any other client information: Whether we are speaking of spirituality, childhood experiences, marital relationships, alcohol consumption, or whatever, we want to know what clients experiences have been; how they understand those experiences; what meaning they derive from or bring to those experiences; how those experiences have helped or hindered and now help or hinder. Conducting the recommended spiritual assessment, even when following the authors caution to obtain consent beforehand, may reflect the interest of the clinician more than the interest of the client. Second, Hodge defines spirituality as necessarily theistic: Spirituality is defined as a relationship with God or whatever is held to be the Ultimate. that fosters a sense of meaning, purpose, and mission in life (p. 204). This leaves out those of us who are not theists. Why not simply say that spirituality pertains to such things as meaning or purpose in life, ones pivotal value, a sense of community, altruism, and so forth? Many people, including some social workers and social work educators, are put off by the misperception that spirituality necessarily pertains to belief in a god or gods. Many people are not theists, but are nevertheless deeply spiritual. Spirituality need not pertain to God, gods, or the Ultimate and to suggest otherwise is misleading and may unnecessarily alienate practitioners and educators alike.

Just how much ConVis will be able to save by relocating to the Convention Center from its 20,000-square-foot offices in the Wells Fargo Bank building in Downtown San Diego, where it pays rent of $600,000 a year, is uncertain, said bureau spokesman Sal Giametta. There is no date set for the move. The Convention Centers offer is for 6,700 square feet of space at a rental rate of $1 a year under a five-year renewable contract. Before the bureau can move, however, it must find one or more tenants to sublease its B Street quarters for the six years remaining on the lease, Giametta said.

She points out that this is the 11th time the outfit have performed in London and adds that “the venues keep getting smaller”. Such is The Concretes plight that the vocalist introduces “Oh Boy” with an urge to vote for their forthcoming single on digital station BBC6. This is one of the few numbers close to matching the band in their pomp.

In a 14-page petition, Oliver Lozano asked the court to nullify Arroyos proclamation as president on Jan. 20 because Joseph Estrada did not officially resign. Despite an industry upheaval and two gravely ill sons, this health-care entrepreneur discovered the prescription for perseverance. Sadly, looming business woes were the least of the Langdons worries that year. In the summer of 1996, at age three, their son Spencer–twin brother of Tyler–was diagnosed with leukemia, warranting three years of chemotherapy and approximately $1,000 worth of medication each month. Faced with circumstances that would obliterate the future goals of most, the Langdons didnt fold, but instead expanded ATPs services to override the Medicare massacre. Making ATP a onestop shop by adding outpatient rehab to its services was the ultimate goal, but first the Langdons had to move the company out of their Carrboro, North Carolina, home (situated in a bedroom, no less) and into a Hillsborough, North Carolina, office complex. To Ted, outpatient was ATPs salvation. I really started seeing the effects [of the Balanced Budget Act] in 1997, says Ted, 33. Medicare-based agencies were laying off staff, and the first people to go were with contract companies. If they didnt go Out of business or merge with other corporations, agencies drastically reduced their pay rates to contract companies, lowering the therapists wages. Some just didnt pay at all–like House Calls, a statewide home-health agency in North Carolina whose owner was nabbed for allegedly double-billing his way to Medicare/Medicaid fraud in 1997. I tried everything I could to retrieve [the $14,000 House Calls owed], but they were sued by everyone, says Ted. They had everything frozen, and I wa s so far down on the lawsuit list that, basically, I never got paid.

Most folklorists would appreciate the basic premise of Michael Symons book-cooking is an artistic, social, and intellectual skill that has been overlooked and undervalued, both by scholars and by the world at large. Symons argues that contemporary western society tends to regard cooking and the wide range of activities connected to it as insignificant, trivial, and simply a means to an end that is bodily pleasure rather than spiritual edification, and therefore, unworthy of intellectual scrutiny. Similarly, individuals who cook are rarely accorded respect for the skills required to master their duties or for their role in society. This book is meant to remedy the situation by offering an apologetics for cooks and cooking. In the process, Symons attempts a theory of the world according to cooks. It is a colorful and intriguing theory, and, using Australia as his primary example, he regales the reader with anecdotes, quotations, and examples from literary, popular media, ethnographic, and historical sources. The book offers a selected compendium of famous thinkers on food and cooking. In that, it is very useful, and it is fascinating to read quotes and paraphrases from throughout history and across cultures on the subject of cooking. As would be expected with a work of this magnitude, however, it has a number of problems, namely, interpretations of theory and data, use of sources, and organization. To my mind, Symons discussions of theories relevant to cooking tend to be superficial. He gives rather summary dismissals of major thinkers, rarely placing them in cultural context or giving complete analyses of their theories. Plato, Barthes, Marx, Geertz, Douglas, Levi-Strauss, Bourdieu and others are all evaluated in reference to their appreciation of cooking, which is probably as good a criterion as any, but his readings of these theorists are too biased against them to be accurate or useful. It is also unclear whether these writers are being used as data, as proof of the validity of Symons arguments, or as interpretive frameworks. To his credit, he clearly and honestly states his own opinions. After discussing Mary Douglass structuralist approach to the grammar of a meal, he states: ” [T] his kind of pattern is certainly intriguing, but fails to speak to me as the deep-seated cultural logic that is claimed” (103). His assessment of Lévi-Strauss is more positive: “[He] puts familiar ideas into fancy language, but at least he takes cooking seriously” (105).

More Utahns are paying their mortgages on time, and the state continues to boast one of the lowest foreclosure rates in the nation, according to a new report. For the three months ended March 31, Utahs foreclosure rate dropped to 0.57 percent, less than half the national rate and down from the states 0.87 percent rate in the first quarter of 2006, according to the Mortgage Bankers Associations delinquency survey. The last time Utahs foreclosures were lower was in the second quarter of 1998, when the rate was 0.56 percent.

Real estate practice is a broad and widely defined area of the law. In a pristine sense it deals with the esoteric subject of real property law and titles. In practice the subject matter handled by real property lawyers is much broader. Many of the areas of law within real estate practice are areas of specialty themselves. Real estate lawyers examine and evaluate real property titles, handle real estate sales, purchases and other transactions, foreclose mortgages, represent developers and contractors in drafting and negotiating development and construction agreements, handle real estate financing, structure and draft the governing documents for planned developments such as condominiums, serve as counsel to community and condominium associations, draft and negotiate leases, litigate title, boundary, and other land disputes, and advise clients respecting zoning and land: use matters. The examination of real estate titles requires knowledge of corporations and other forms of business organization, wills, trusts and estates, and a practitioner handling transactions must understand contractual, business, and tax subjects as well. The subjects that are tested on the certification exam attest to this diversity. They are title issues; real estate finance; environmental and land use; condominiums and homeowner associations; landlord tenant; closings; sellers, buyers, brokers, and title insurers; real property litigation; taxation of entities and other tax issues; and ethics. Some hold an impression that at least some aspects of the real estate practice are not challenging, that the practice is increasingly title company, form, and paralegal driven, and that when business is light any lawyer with a good paralegal can Ado real estate closings. This impression is not accurate. As with any area of practice, successfully representing clients in real estate matters requires knowledge, skill, and experience. The diversity in real estate practice may mean that no one lawyer can be an expert in each practice area encompassing the modern real property practice or that are tested by the certification program. That, however, is not a reason to not seek certification. The committee recognizes that few lawyers are likely to possess specific and detailed expertise in each of the many subjects that fall within the scope of real estate.

Introduction Through the first years of the century securitization was extremely popular among mortgage lenders, not only in Russia but all over the world. In developed countries numerous well-established financial institutions gradually started to substitute other methods of finance by the securitization method. The share of the mortgages financed by issuance of securities has grown in many banks in developed countries. For example in the notorious Northern Rock, the share of mortgages financed by issuing securities was close to 50%. One of the specifics of Russia was that in that country rather a big number of banks used securitization as the only method of housing finance. So nearly 100% of their mortgage portfolios were financed by securitization. Even among the top 10 Russian mortgage lenders, there were banks that relied exclusively on securitization (for example Moskommertsbank or City Mortgage Bank).

INTRODUCTION Stability and impressive growth rates have been the key Armenian economic characteristics of recent years (see Table 1). Under these conditions the demand for housing has expanded and can be expected to continue to grow. The Central Bank of Armenia (CBA), the Ministry of Finance and Economy (MoFE), and the private banking sector all recognize the need for improved mortgage finance services to augment this demand. They see the commercial and development opportunities that development of mortgage lending entails. In recent months there has been an impressive degree of discussion and planning about how to undertake this improvement, as evidenced by the frequent articles in the news media on trends and development and the preparation of concept papers by the CBA and MoFE. This is the appropriate time, therefore, for a systematic analysis of how private mortgage lending can develop in Armenia. This article summarizes the results of such an analysis. The analysis was prepared as the response of KfW (Kreditanstalt fuer Wiederaufbau) to a request from the Government of Armenia to develop the concept for mortgage market development, building on the work already done by Armenian experts.

They were discussing beauty and tossing around allusions to Plato and Aristotle and someone named Pater, and they might be homosexuals. That would be a natural conclusion, of course, since here were two grown men talking about beauty instead of scratching their crotches and cursing the goddamned government trying to run everybodys business. Not a beautiful thing, that. The government. Not beautiful, though a man would not use that word. Administrator Kathleen Dess reports “exceedingly low” staff turnover and Nursing Director Barbara Slobin says the residents period of adjustment is unusually short.
THE DERBY suburb of Crewton does not exude cheap tat, so the place was understandably surprised to learn yesterday that its houses will fetch less money than any in the land. The average property price in Crewton was just pounds 29,052 last year, according to research by the financial information group Experian, published yesterday. It prompted some typically delicious north-south comparisons as the same research showed that the price of a home in St Johns Wood, north London (pounds 401,303), will buy you 14 Crewton semis. Being cheap is a double-edged sword, if Crewtons response to its new- found fame was anything to go by. For estate agents like Chris Brown of Boxall, Brown and Jones (who recently sold a two-bedroom place for pounds 14,000) it means a pounds 1,000 fixed fee can represent 5 per cent of the sale price, so “generally speaking its good to sell at that price,” he admitted. But Abdelkrim Baka wants to sell his 10-bedroom guest house on London Road and move back to Tunisia. He put it up for sale at pounds 160,000 five years ago. Yesterday he dropped it to pounds 115,000. “I bought it from my brother in 1983,” he said. “I thought he was doing me a favour.” Crewton owes its existence and its demise (prices have fallen almost 15 per cent in three years) to the railways. Rows of immaculate terraces were built for the railway workers at the turn of the century. The stone plaques set in their patterned brickwork read “Park View Villas”, “Rosamund Cottages”, “Bond Villas”. Neither is the local infant school new-build in cheap brick. “Board School, 1890″ reads the engraving on its stone wall - the kind of authenticity buyers in the south east will kill for. But authenticity means less when the British Railways Technical Centre (which made trains and wagons for BR) has closed down and hundreds of jobs have gone. Its a far cry from St Johns Wood, where prices have climbed 13.5 per cent in three years. Even that pales by comparison with Virginia Water, Surrey, where a 92.2 per cent climb between 1995 and 1998 took the average property price to pounds 268,409 last year. Other than Virginia Water and Richmond, each of the top 20 most expensive locations are in London. The 20 cheapest areas are in Yorkshire, Derbyshire, Nottinghamshire, Lincolnshire, Merseyside, Staffordshire and Durham. It all looks extremely gloomy for the north but in fact it is not. It is in the souths sensational climb that the bad signs lie, according to Experian. If nothing else, the figures show there is good value to be found in places like Crewton, while the souths extraordinary growth proves the spectre of negative equity is now looming. “We would be staggered to see this kind of growth continue without severe inflationary pressures,” said Bruno Rost of Experian. “There is strong potential for the bottoming out of the market and we dont want to see prices out of control. It is the north that demonstrates the most steady growth. There is huge over-capacity in the south east, with 23 per cent growth on average, while capacity does exist further north.” “Its not all breeze-blocks up here,” said one Crewton resident yesterday. “There are even plans to revive the old canal here and create a marina. Things are never as bad they sound.” Experians figures are based on the recorded price of sales, not the number of transactions. This helps explain why the notoriously pricey areas of Hampstead and Islington in north London (where most sales were relatively cheap flats or maisonettes) do not fare as well as East Sheen and Kilburn. If there is one subject easy to find people to talk to about, you would think it would be retirement. But when researchers recently contacted several hundred people on a list of those considering buying a retirement home, the vast majority of them were either travelling, or busy juggling full schedules. Couples often want to get rid of the large family house, but dont like to think that the next move they make will be the last. They want independence, but with the fall-back of a warden on site in an emergency. In 1982, there were only 2,500 private sheltered units in existence in the UK. Today, that figure stands at 90,000, and since the over-55s account for two-fifths of the countrys wealth, they are proving to be a demanding market. It is no longer possible, as it was in the Eighties, for developers to produce small, box-like homes for the elderly and expect them to sell. Now, the key is space and the more American notion of “service”. All the problems and practicalities of running a home can be passed on to someone else - albeit at a price. Increasingly, the service offered to people buying in the grounds of a nursing home is becoming more popular and widespread. “Close care” is similar to sheltered housing, but with the bonus of nursing care either at home or in the main house. Its greatest appeal is that the elderly stand a good chance of staying in their own homes for the rest of their lives. Gwyneth Hodgson, now 84, moved into her flat in the grounds of Hays House, near Shaftesbury, Dorset, when she began to find the upkeep of her house and garden too much. “I didnt want to be a burden on my son, nor did I want to bother friends. When I cut my leg one day, I pressed a button and a nurse arrived at once. I wanted to stay in the area, and this is the perfect answer. I have my dog with me, which is important because I could never live without an animal, and some places dont allow them.” Many people, unused to living so closely with others, regard the prospect with some trepidation, and Mrs Hodgson admits that she likes being alone. “I look out over fields. If it were practical, I would live in a remote country spot, but this is a fair compromise. Most of us are widows and we dont mix a great deal. There is some comfort to be taken from the resale values of good retirement properties. English Courtyard says it has beaten the nationwide indices over the past 10 years, and the property has had an annual increase of 5.69 per cent. More Utahns are paying their mortgages on time, and the state continues to boast one of the lowest foreclosure rates in the nation, according to a new report. For the three months ended March 31, Utahs foreclosure rate dropped to 0.57 percent, less than half the national rate and down from the states 0.87 percent rate in the first quarter of 2006, according to the Mortgage Bankers Associations delinquency survey. The last time Utahs foreclosures were lower was in the second quarter of 1998, when the rate was 0.56 percent.

Marshall Prentice, the president of DataQuick, said that while theres always going to be a certain level of distress out there, right now, because of increasing home values, virtually everyone can sell or refinance if theyre really in trouble. While the trend in lower foreclosures was widespread across the state, the declines were strongest in Los Angeles and Ventura counties, which saw a 48.5 percent and 42.8 percent annual decline in the number of home foreclosures, respectively.
